Who is to blame if staff do not follow procedures and cause errors?

When you run an end of day procedure e.g. count the tills, if you as an owner shortcut the procedure, what should expect of your staff. If they make mistakes can you say don't do as I do, just do as I say i.e. follow the procedure.

Are you giving conflicting signals to your staff. You want your employees' to do the job right, but when you do it, you can do it wrong! If you can't remember the procedure and this is the reason you cut corners, then write it down. So if you everyone follows the same procedure then mistakes will be reduced. It will be only human error then if mistakes are made and you can then say to an employee "can you do the job?" they can't say, "well you do it that way" i.e. the wrong way.

The other benefit of a written procedure, you don't have to rely on people any more. The procedure guides the employee, the employee does not do their own procedure. Now your company runs the way you want it to run and even you can do the job!
